West Central Community Action (formerly known as West Central Development Corporation) has been serving residents of Southwest Iowa for over 40 years through a variety of self-sufficiency programs. In partnership with state and federal government, we serve residents through our Outreach Centers and Head Start Centers in the 10-county region of Cass, Crawford, Fremont, Harrison, Mills, Monona, Montgomery, Page, Pottawattamie, and Shelby.

Our Vision for Tomorrow

West Central Community Action’s vision is to make a positive impact on the citizens within the 10 counties we serve. It is our objective to aid people to become responsible, independent, self-reliant members of society. We will provide opportunities for people to remove barriers and solve problems which block their achievement of self sufficiency. Our clients and partners will recognize us as an organization that cares about all those it serves as well as those it employs. We will promote an environment that nurtures and encourages innovation and creativity. We will take a leadership role in creating a more unified system to serve the best interests of the low-resource client.

Program Profile

In partnership with state and federal government, West Central Community Action administers 12 programs designed to help residents in our 10-county region achieve self sufficiency. Not all counties have every program, so check with your local outreach center to identify services available to you. Programs include:
  • Child and Adult Care Food Program(CACFP)
  • Emergency Food and Shelter Program
  • Digital Inclusion Initiative(DII)
  • Family Development and Self Sufficiency(FaDSS)
  • Head Start & Early Head Start
  • Homeless Prevention & Rapid Re-Housing Program(HPRP)
  • I Care, Project Helper/Black Hills Care/Alliant, and

  • Low-Income Home Energy Assistance Program(LIHEAP)
  • Senior Aides Employment Training
  • Child Care Resource and Referral Program (CCR&R)
  • Weatherization
  • Special Supplemental Food Program for Women, Infants and
