Major Job Function:
Responsible for analyzing and preparing detailed specifications from which programs will be written or configured. Researches and gathers data regarding tools, techniques, formats, and best practices. Recommends and provides technology solutions. Competent to work on most phases of systems analysis activities, including infrastructure architecture, defining functional systems and program specifications, application/system design, third party product evaluation and implementation, and application/system testing. Able to work in an environment of multiple priorities.
Essential Job Functions
1. Assist PM in defining clear and accurate project plans, i.e., scope, forecasted tasks, timetables, and contents of project iterations. Also assist in coordinating the work for various teams throughout the org according to the overall implementation plan.
2. Perform technical analysis in mainly a distributed environment with some mainframe knowledge.
3. Complete all architecture, analysis and design artifacts specified in the SDLC Methodology, with good quality, on or before planned dates.
4. Support the configuration and rollout of the product 30 days post install.
5. Provide regular status reporting to management.
6. Provide business/technical consultative support as appropriate, to standing decision-making committees.
7. Provides feedback to team about how processes and procedures can become more efficient.
Knowledge, Skills and Abilities
1. Ability to work independently and deliver predefined outcomes with little supervision
2. Excellent interpersonal, oral, written, presentation, and organization/planning skills
3. Strong proactive problem solving skills combined with the ability to work with ambiguity and change
4. Experienced in analyzing distributed development systems and requirements.
5. Ability to identify system interfaces in a mainframe or distributed environment.
6. Strong understanding of ANSI X12 Insurance EDI transactions
7. Ability to identify project related issues, gather complete and accurate requirements, identify alternatives and communicate all information in a manner understood by different audiences (IT and Business)
8. Strong working knowledge of MS desktop tools (Word, Excel, Visio, and Power Point)
9. Ability to produce conceptual, logical and physical infrastructure models
10. Working knowledge of conceptual and logical data modeling
11. UML design, workflow, Business Process Modeling experience a plus
12. Ability to handle multiple tasks and deadlines at the same time
13. Ability to act as a consultant/mentor to other team members in relation to technical analysis techniques, standards, processes, policies, and procedures
14. Act as a customer advocate throughout the entire system development lifecycle to ensure the customer’s requirements are accurately designed, constructed, tested and properly deployed into the production environment
Education, Training and Experience Required
1. Bachelor’s degree in Computer Science and/or Management Information Systems or equivalent work experience.
2. 3 to 5 years relevant work experience within IT demonstrating competent analysis, design, and testing activities on software development/maintenance projects in medium/large organizations.
3. 2 to 4 years experience building Functional Requirements, Systems Requirements, Use Case Diagrams, Use Case Specifications, and Test Cases that correctly define system functionality within a given context.
4. 2 or more years in the Health Insurance Industry in multiplatform (Mainframe, Windows/.NET) environment preferred
