Position Description

Job Purpose:
Responsible for directing all Behavioral Health Services programs, and leading Regional Behavioral Health Managers with the development of Behavioral Health Services within their designated areas and throughout the organization.  Responsible for the direct supervision and development of the Regional Behavioral Health Managers.  Accountable for timely implementation of agency strategic initiatives and new program development.  Responsible for developing, building and maintaining relationships with program referral and funding sources at the highest level.  Serve as a member of the agency Strategy Team, Program Team and Management Team.

Essential Job Duties:

Strategic Planning
• Provide leadership to the strategic planning process for Behavioral Health Services.
• Identify trends, both internal and external to the agency, and utilize them to assist in formulating a vision of the agency’s future.
• Intentional collaboration, communication and planning of program services with peers and the agency Strategy Team to include all areas of agency core competencies.

Agency Management
• Develop and implement policies and procedures of Behavioral Health Services programs.
• Serve as a member of the agency Strategy Team, Program Team and Management Team.

Behavioral Health Services Program Management
• Directly supervise the Regional Behavioral Health Managers.
• Oversee compliance with laws and regulations regarding Behavioral Health Services and quality assurance/improvement within Behavioral Health Services.
• Directs the agency’s licensing, contracting and accreditation processes for programs within Behavioral Health Services.
 

Financial Management
• Budget Management: Provide direction, program planning, budgeting, budget management and program portfolio management to include program initiation and timely program discontinuation in conjunction with the Vice President of Program and Strategy Team.
• Provide analysis/recommendations to the Vice President of Program based on monthly financial statement analysis, accounts receivable reports and programmatic trends related to Behavioral Health Services.

Community and Church Relations
• Serve on local, state and national committees to facilitate Agency relationships with planning, regulatory and funding bodies related to Behavioral Health Services.
• Network with other Behavioral Health Services agencies and community/statewide organizations.
• Represent the Agency at church and community functions, serving on community committees in both the public and private sectors.
• Advocate for Behavioral Health Services educational, legislative and research issues.
• Participate in and oversee marketing and promotion of Behavioral Health Services and community programming for all LFS geographic locations.
• Facilitate Agency relationships with key collaborators, funding sources and regulatory bodies.
• Build relationships with ELCA and LCMS pastors and church leaders.

Program Expansion/Development/Grants Management
• Provide leadership and direction to Regional Behavioral Health Managers and Area Program Managers/Coordinators in expansion of Behavioral Health Services agency-wide, including program development, grant writing and contract negotiations.
• Prepare grant proposals for current, expanded or new Behavioral Health Services initiatives in coordination with Agency Program Grant Coordinator.
• Develop relationships with key funding sources: public and private; local, state and national.


Job Requirements:
• Masters Degree in a human service field or public administration.
• Licensed or license-eligible as a mental health practitioner within Nebraska.
• Minimum of 7 years experience in behavioral health services, with preferably 2 years management experience in a behavioral health field.
• Excellent communication skills both written and verbal.
• Demonstrated success writing grants.
• Knowledgeable in finance and budgeting.
• Computer skill, preferably in Microsoft, Word, Excel spreadsheets, Access and PowerPoint.
• Valid Nebraska driver’s license, proof of liability insurance and ability to travel and stay overnight away from home for a minimum of 2 evenings each month.
• Ability to work evenings and weekends as necessary.
